There is damp on my chimney breast. Is that the stack?

Very often, yes. Water entering open joints or a cracked flaunching runs down inside the stack and shows on the breast in the room below. Repointing and a new flaunching is the usual fix.

Should I take the chimney down instead?

If the flues are redundant and you do not want a feature, removing the stack and making the roof good removes the maintenance for good. It costs more than repointing but nothing afterwards.

Do I need a cowl?

On an unused flue a capping cowl keeps rain and birds out while still letting the flue breathe, which stops damp and condensation inside it. On a working flue the cowl depends on what the appliance is.

Can a chimney be repaired in winter?

Pointing and flaunching need temperatures above freezing to cure, so a hard frost will hold the job up. Making a stack safe and fitting flashings can usually go ahead regardless.

Will it need a scaffold, or will a tower do?

It depends where the stack sits. One near the eaves can sometimes be reached from a tower, but a ridge stack or a mid-terrace stack almost always needs scaffold, and that is in the quote rather than added later.
